摘 要:党的二十大明确要求“强化科技战略咨询”,对科技智库提升科技战略研究与战略咨询能力提出了更高要求。战略泛指国家对政治、经济、社会、科技等全局性问题从长远和大势上进行的综合研判、系统谋划和总体布局。战略学是研究带全局性、长远性指导规律的科学,战术学则是研究带局部性、现实性指导规律和具体策略部署、战术安排的科学。战略体系是“战略环境—战略目标—战略能力—战略行动”的有机融合。“战略环境—战略目标—战略能力—战略行动”融合度越高,战略体系的生存力、发展力、引领力越大,可持续性越强。在乌卡(VUCA)时代,面对复杂、变化、不确定的科技战略环境,科技战略研究、战略咨询与战略决策的预见力和洞见力均要提升,努力寻找未来发展的确定性,更加重视长期性、系统性、包容性和韧性,以共同塑造更加理想的未来。The report of the 20th National Congress of the Communist Party of China clearly calls for"strengthening the scientific and technological strategic consultation",and puts forward higher requirements for the improvement of the scientific and technological strategic research and consultation capabilities of the scientific and technological think tanks.Strategy generally refers to the comprehensive study and judgment,systematic planning and overall layout of politics,economics,society,technology and other overarching issues carried out by the state and the political parties from a long-term and general trend.Strategy is a science that studies guiding laws with overall and long-term significance,while tactics is the science of studying the guiding laws,specific strategic deployment and tactical arrangement with locality and reality.The strategic system is the organic integration of"strategic environment,strategic objective,strategic capability and strategic action",the higher the integration of"environment-objective-capability-action",the stronger the survivability,development,leadership and sustainability of the strategic system.In the era of VUCA(volatility,uncertainty,complexity,ambiguity),in the face of a complex,changing,and uncertain strategic environment,we should enhance foresight ability and insight ability in the process of strategic decision-making,strategic research and strategic consultation,strive to find the certainty of future development,pay more attention to long-term,systematic,inclusive and resilience to jointly shape a more ideal future.
