研究生教育规模扩大的基础研究创新效应及机制——基于2001-2019年30个省区面板数据的实证分析

摘　　要：研究生教育规模扩大是驱动基础研究创新的重要方式,相关影响效应与机制需进一步厘清。研究利用2001-2019年我国30个省区(不含我国港澳台地区和宁夏地区)的面板数据,实证分析研究生教育规模扩大对基础研究创新产出的影响及作用机制,发现研究生教育规模扩大显著提升了基础研究创新产出水平。异质性分析表明,研究生教育规模扩大的基础研究创新效应突破了自东向西的“边际效应递减规律”;进一步的机制分析发现,产学研协同创新、经费投入扩大、科研项目增量是研究生教育规模扩大促进基础研究创新提质增效的三个关键要素。基于此,研究认为相关部门应因地制宜地推进研究生教育规模扩大,促进区域研究生教育规模与基础研究创新产出协调发展;同时,应强化科研经费与项目投入力度,加强产学研协同创新平台建设,以有效支撑经济社会高质量发展。The expansion of postgraduate education is an important way to drive the innovation of basic research.The related effects and mechanisms need to be further clarified.Based on the panel data of 30 provinces and regions(excluding Hong Kong,Macao,Taiwan and Ningxia)from 2001 to 2019,this study empirically analyzed the impact of the expansion of postgraduate education on the output of basic research innovation and its mechanism.It is found that the expansion of postgraduate education significantly improves the level of basic research innovation output,and a series of robustness tests support this conclusion.Heterogeneity analysis shows that the basic research innovation effect of the expansion of graduate education has broken through the“diminishing marginal effect law”from east to west.Further mechanism analysis shows that the three key factors of improving the quality and efficiency of basic research innovation are the industry-university-research collaborative innovation,the expansion of fund investment and the increment of research projects.Based on this,the research believes that relevant departments should promote the expansion of graduate education scale according to local conditions,and promote the coordinated development of regional postgraduate education scale and basic research innovation output.At the same time,research funding and project investment should be strengthened,and the construction of industry-university-research collaborative innovation platforms should lie strengthened to effectively support high-quality economic and social development.
