摘　　要：目的 探讨基层医疗卫生机构公共卫生医师(公卫医师)处方权现状及赋予其处方权的态度与建议对策。方法采用目的抽样,运用焦点小组和个人深度访谈对基层医疗卫生机构公卫医师处方权相关问题进行质性研究。结果 经过三级编码提炼出21个初始范畴、9个主范畴及4个核心范畴,最终形成“基于基层公卫医师视角的处方权现状-影响-看法-建议”关系模型。结论 处方权在基层公卫医师实际工作中是迫切需要的,通过明确政策规定、保证(加强)公卫医师临床能力、建立严格的准入和管理制度后,赋予公卫医师执业范围内的处方权是必要和可行的。Objective To explore the current situation of public health physicians’prescription rights in primary healthcare institutions and their attitudes,and to put forward suggestions for empowering them with the right to prescribe.Methods A qualitative study was conducted on the prescribing right of public health physicians in primary healthcare institutions by means of purposeful sampling,focus groups,and individual in-depth interviews.Results A total of 21 initial categories,nine main categories,and four core categories were formulated through the three-level coding,and the prescription right relational model of“current situation-influence-view-suggestion”from the perspective of public health physicians was established.Conclusion Prescription right is urgently needed in the actual work of public health physicians.Through clarifying policy regulations,ensuring clinical ability of public health physicians,and establishing a strict management system,it is both feasible and necessary to give public health physicians the prescribing right within their scope of practice.
