摘 要:在产学研协同创新三螺旋模型的基础上,利用系统动力学(SD)模型构建云南省科技成果转化模型,并对系统进行仿真分析,得出结论。首先将系统划分为政府支持子系统、高校支持子系统和企业支持子系统,实现三螺旋模型的动态循环;然后结合三个子系统的划分情况构建云南科技成果转化模型的因果图;最后构建云南省科技成果转化系统动力学模型,通过建立云南省科技成果转化系统动态流图,剖析影响因素的相互作用,从各要素的协同机理和云南省科技成果转化系统实际结果出发,将产学研系统内各要素进行量化并设置相应参数方程。经检验,该模型的预测值与实际值基本吻合,拟合程度良好。在三螺旋模型中,资金是最重要的要素之一,经系统仿真分析得出,资金投入的改变对科技成果转化有着不可忽视的影响,政府应该加大对教育和科技等方面的资金投入,从源头提高科技成果的质量,不能仅在科技成果转化的中间环节发力,只有提高科技成果本身的质量,其转化的价值才会随之提高。Based on the triple helix model of industry⁃university⁃research collaborative innovation,the system dynamics(SD)model is utilized to construct a model for transformation of the scientific and technological achievements in Yunnan Province,and conduct a simulation analysis of the system to draw conclusions.The system is divided into government support subsystem,university support subsystem and enterprise support subsystem to realize the dynamic cycle of the triple helix model.In combination with the division of the three subsystems,the cause and effect diagram of the transformation model of scientific and technological achievements in Yunnan Province is constructed.The SD model for transformation of the scientific and technological achievements in Yunnan Province.A dynamic flow diagram of the transformation system of scientific and technological achievements in Yunnan Province is established,and the interaction effect of influencing factors is analyzed.Proceeding from synergistic mechanism of each element and the actual results of the transformation of scientific and technological achievements in Yunnan Province,each element in industry⁃university⁃research system is quantified and corresponding parameter equations are set.The inspection results show that the predicted value of the model is basically consistent with the actual value,and the fitting degree is good.In the triple helix model,capital is one of the most important elements.The changes in capital investment have been found by systematic simulation analysis,which have a non⁃negligible impact on the transformation of scientific and technological achievements.The government should increase capital investment in education and science technology to improve the quality of scientific and technological achievements from the starting point,but do not only exert the efforts in the intermediate links of the transformation of scientific and technological achievements.Only by improving the quality of scientific and technological achievements themselves,the va
