摘　　要：人才安居、技术创新是实现产业结构升级和经济高质量发展的动力源泉。选取2010—2017年中国62个人才安居和创新型双试点城市的面板数据,运用多期双重差分法探究双试点城市的产业结构升级效应及空间溢出效应。研究发现:(1)双试点城市具有协同作用,助推产业结构整体化和高级化,且先成为创新型城市再成为人才安居城市的产业升级效果更好;(2)政策工具效果表明,保障型政策在中、高力度下推动产业升级,创新型政策持续推动产业升级,发展型政策与产业升级呈边际递减的正向关系;(3)双试点城市对关联地区产业结构升级存在非线性的U型空间溢出效应。据此,应关注政策间的协同效应,探索建设以人为本的创新型城市,充分利用政策工具,动态调整实施力度,引导创新资源均衡分布。Talent housing and technological innovation are the fundamental driving forces to realize the upgrading of regional industrial structure(RIS)and high-quality economic development.This paper explores the upgrading effect and spillover effect of RIS based on the panel data in 62 double pilot cities of talent housing and innovative in China from 2010 to 2017 through the difference-in-differences(DID)method.The results show that:firstly,compared with non-double pilot cities,talent housing and innovative double pilot cities significantly promote the integration and upgrading of RIS.At the same time,compared with the talent housing single pilot cities and innovative single pilot cities,the double pilot cities have a stronger effect on the upgrading of RIS,which means the double pilot cities have a synergistic effect on the upgrading of RIS.In addition,the effect of RIS is better in the cities which become the innovative cities firstly and then become the talent housing cities.Secondly,the analysis of policy tools shows that the safeguard policy has a positive relationship with upgrading of RIS under medium and high intensity,the innovative policy presents a continuous positive relationship,and development policy presents a positive relationship with marginal decline.Moreover,from the perspective of spatial spillover,the double pilot cities has a nonlinear U-shaped relationship with the upgrading of RIS in related areas.Therefore,we should pay attention to the effect of policies and explore the construction of people-oriented innovative cities,and we should make full use of policy tools and adjust the strength of implementation dynamically to make a balanced in distribution of innovative resources.
