摘　　要：目的 建立罕见病诊疗协作网内医疗机构视角下的罕见病诊疗协作评价指标体系,为促进罕见病诊疗协作工作的发展提供指导依据。方法 通过文献研究法选取初始评价指标,然后开展专家咨询完善评价指标,进而采用层次分析法计算各级指标的权重。结果 创建了涵盖制度协作、组织协作、专业协作、服务协作、功能协作和价值规范协作6个维度下的18个二级指标和61个三级指标的评价体系。专家权威系数为0.75。所有指标重要性和可操作性的综合评分均大于3.5分,变异系数均小于0.25。权重最高的一级指标是制度协作(0.242),最低的是价值规范协作(0.063)。结论罕见病诊疗协作指标评价体系具有科学性和可靠性,可为协作网内罕见病诊疗协作机制的完善提供指引。Objective To develop the assessment index system for diagnosis and treatment collaboration for rare diseases from the perspective of medical institutions in the diagnosis and treatment collaboration network for rare diseases,as a guidance for promoting the development of the diagnosis and treatment collaboration for rare diseases.Methods The initial evaluation indexes were selected by literature research method,then expert consultation was conducted to improve the evaluation indexes,and then the weight of each index level was calculated by hierarchical analysis.Results A three-level index system was established,including 6 level-1 indexes of system collaboration,organizational collaboration,professional collaboration,clinical collaboration,functional collaboration,and normative collaboration,18 level-2 indexes and 61 level-3 indexes.The expert authority coefficient(Cr)was 0.75.The combined score of importance and accountability was higher than 3.5 for all indexes,and the coefficients of variation were less than 0.25.Among the level-1 indexes,the highest weight is system collaboration(0.242),and the lowest is normative collaboration(0.063).Conclusion The index system of the diagnosis and treatment collaboration for rare diseases from the perspective of medical institutions showed great scientific and reliable,which could provide guidance for the improvement of collaborative mechanisms for diagnosis and treatment of rare diseases within the collaborative network.
