多元理论视域下乡村振兴与新型城镇化协同发展探究

摘　　要：【目的/意义】协调推进乡村振兴与新型城镇化,是实现城乡共荣、推进现代化建设的必然要求。基于多元化理论视角,探究乡村振兴与新型城镇化协同发展问题具有一定现实意义和学术参考价值。【设计/方法】通过查阅相关文献,梳理了“三农”问题的理论与观点,即马克思主义、实体主义、新古典/新制度经济学、后现代/后结构主义和生计框架,作为乡村振兴基础理论研究可援引的学术资源;借助调查研究法、比较法和归纳法,分析了乡村振兴与新型城镇化协同发展存在的问题与制约因素。【结论/发现】乡村振兴与新型城镇化协同发展主要存在农业现代化水平不高,城乡间各要素流动不足,城乡一体化发展对接不畅,城乡服务保障存在差距,城乡生态环境质量偏低等问题。综合上述分析,提出了对策建议:应推动城乡产业联动发展、提高城乡资源要素流动、改善城乡生态环境、促进城乡文化共融、完善城乡均等化公共服务等。[Purpose/Significance]The coordinated development of new urbanization and rural revitalization is an inevitable requirement for achieving co-prosperity between urban and rural areas and promoting modernization.Based on the perspective of multiple theory,it is of practical significance and academic value to explore the coordinated development of rural revitalization and new urbanization.[Design/Methodology]With the literature method,this paper sorts out the theories and viewpoints on the“three rural”issues,for example,Marxism,Substantialism,Neo-classical/New Institutional Economics,Post-modern/Post-structure,Livelihood Framework Theory,etc.These theories and viewpoints can be used as academic resources for the basic theoretical research on rural revitalization.At the same time,with the investigation&research methods,comparative analysis and inductive methods,this paper analyzes the problems and constraints on the coordinated development of rural revitalization and new urbanization.[Conclusions/Findings]Constraints on the coordinated development of rural revitalization and new urbanization are summarized,such as the low level of agricultural modernization,insufficient two-way flow of urban and rural elements,poor integration of urban and rural development,unbalanced service guarantee mechanisms,and the low quality of urban and rural ecological environment.,etc.Based on the analysis above,this paper puts forward some countermeasures and suggestions:promoting the co-development of the industries,increasing the flow of resources,improving the ecological environment,promoting the cultural integration,and improving the equalization of public services.
