摘 要:中国是渔船大国,但渔船普遍以高能耗的老龄渔船为主,对环境的污染严重。通过优化中国渔船降污减碳政策体系,可以引导中国渔船向低碳节能方向发展,助推渔业实现碳达峰目标。介绍了中国渔业政策概况,围绕渔船管理政策发展过程中对中国渔船总体实现碳达峰起到贡献作用的“油补”调整政策、减船减产政策、渔船污染防治政策、渔船更新改造等渔船发展政策展开讨论,分析中国渔船管理政策存在的问题,并提出在碳达峰目标下制定和优化中国渔船管理政策的建议。China is a big fishing boat country,but there are mainly old fishing boats with high energy consumption,which causes serious pollution to the environment.Through formulating and optimizing the pollution reduction policy system of Chinese fishing boats,the Chinese fishing boats are guided to develop towards the direction of low carbon and energy saving,which helps the fishing industry to achieve the carbon peak goal.This paper first introduced the general situation of China’s fishing policy.Then the green development policies of fishing boats were discussed,which played a role in the realization of carbon peak for Chinese fishing boats during the development of fishing boat management policy.The policies were as follows:adjusting“oil subsidy”,reducing boats and production,pollution prevention of fishing boats,and updating and renovation of fishing boats.The problems existing in the implementation of the fishing boats management policy in China were analyzed,and some suggestions were put forward to formulate and optimize the management policy for Chinese fishing boats under the target of carbon peak.
