摘　　要：面向所有青少年提供均等化、层次化和高质量的体育公共服务是践行以人民为中心的发展思想的重要体现,是建设体育强国的战略目标之一。我国青少年体育公共服务体系建设在完善政策法规、培育体育社会组织、组织开展赛事活动和数字化转型等方面取得积极进展,但仍存在治理理念偏差、治理结构松散、治理碎片化、技术治理局限性等困境。共建共治共享社会治理为破解青少年体育治理困境提供了新思路。以共建共治共享社会治理引领青少年体育公共服务治理,关键是通过文化渗透和激励社会主体参与青少年体育公共服务治理意愿,通过共享型网络组织推动青少年体育权力和资源下沉,通过政策与行动计划结合促进青少年基本体育公共服务均等化,通过整体性协调机制建构全方位的合作伙伴关系,应用新一代信息技术搭建青少年体育公共服务信息化平台,整体提升青少年体育公共服务治理效能,真正塑造以人民为中心的政府体育治理新范式。Providing equal,hierarchical and high-quality sports public services for all teenagers is a significant embodiment of the practice of people-centered development concept,and is one of the strategic goals of building a powerful country in sports.The construction of youth sports public service system in China has made positive progress in improving policies and regulations,cultivating sports social organizations,organizing sporting events and digital transformation,but there still face some difficulties,such as deviation of governance concept,loose governance structure fragmentation of governance,and limitations of technology governance.Xi Jinping’s social governance theory of“collaboration,participation and co-interests”provides a new way to solve the dilemma of youth sports governance.Directed by Xi Jinping’s social governance theory of“collaboration,participation and co-interests”to lead the youth sports public service management,the key is to improve the overall effectiveness of youth sports public service governance,and truly shape a new sports governance paradigm of people-centered government,through cultural infiltration and encouraging the aspiration of social main body to participate in youth sports public service governance,by sharing network organization promoting youth sports power and resources sinking,combining policy and action plan to promote the equalization of youth basic sports public service,using the overall coordination mechanism to construct a comprehensive cooperative partnership,and applying the new generation of information technology to build the youth sports public service information platform.
