摘　　要：生态标志制度是一种对可持续或环境友好型产品进行标记的制度。从本质上说,生态标志制度是深入践行“绿水青山就是金山银山”理念,促使生产者在生产、消费、分配和交换过程中采取生态友好的形式,并通过实现商品保护生态环境的附加值,来体现生态环境保护效益,是一种实现生态价值转化的有效路径。通过分析生态标志在国内外运用情况发现,完善的法律保障是生态标志制度有效应用的基础,公众对生态标志产品价值的认可是生态标志制度有效应用的关键,政府部门的参与和推动是生态标志制度有效应用的保障。基于此,提出拓宽生态标志应用场景,加强生态标志在区域产业布局中的应用;加强生态标志管理,推动构建生态标志产品认证体系;培育全民参与的绿色氛围,培养公众践行绿色行为,培育企业绿色文化,培育绿色市场等建议。Eco-labelling system is a system for marking sustainable or environmentally friendly products,essentially ecological marking system is a practice of the concept of“Lucid waters and lush mountains are invaluable assets”,to encourage producers to take the form of eco-friendly forms in the process of production,consumption,distribution and exchange,and by realizing the added value of products to protect the ecological environment to embody the ecological environmental protection benefit,it is an effective path to realizing the transformation of ecological value.The application of ecological mark at home and abroad are analyzed and found that perfect legal guarantee is the basis of the effective application of ecological mark system,public recognition of the value of ecological mark products is the key to the effective application of ecological mark system,and the participation and promotion of government departments is the guarantee of the effective application of ecological mark system.Based on this,it proposed to broaden the application scenarios of ecological signs and strengthen the application of ecological signs in regional industrial layout,strengthen ecological label management,promote the construction of ecological label product certification system;to cultivate a green atmosphere of nationwide participation,to foster the public to practice green behavior,to cultivate the green culture of enterprises,and to cultivate the green market.
