摘 要:针对中小机场管制大环境,在国内对空管能力相关研究基础上,结合中小机场的运行环境、人员结构、实施设备、安全管理等,构建中小机场管制保障能力评价模型。综合考虑主观和客观因素,对指标进行相关分析,确定评价指标集;再比较多种赋权方法和评价模型,最终选择利用序关系分析法和熵权法确定最终权重,使用云模型计算中小机场管制保障能力的云数字特征,得到管制保障能力的评价结果,将评价结果与专家赋权评分的方法相比较。仿真评价结果表明组合权重-云模型的中小机场管制保障能力评价结果与实际情况相符,并可以直观展示参评机场的情况。Based on the control environment of small and medium-sized airports,and the domestic research on air traffic control capacity,and in connection with the operating environment,staffing structure,implementation equipment and safety management of small and medium-sized airports,we built a control and support capability evaluation model for the small and medium-size airport.By comprehensively considering the subjective and objective factors,we carried out correlation analysis to determine the evaluation index set.Then,by comparing various weighting methods and evaluation models,we finally chose the sequential relation analysis method and entropy weight method to determine the final weight and used the cloud model to calculate the cloud digital characteristic value of the control and support capability of the small and medium-sized airport and obtain the evaluation result of the control and support capability.Lastly,we compared the above evaluation result with that obtained using the expert weighting method.The simulation evaluation result showed that the evaluation result of the control and support capability of the small and medium-sized airport based on the combinatorial weight-cloud model was consistent with the actual situation,and could directly reflect the actual situation of the participating airports.
