摘  要:21世纪之交,以问责为特征的高等教育外部质量保障受到学术界质疑。高等教育质量保障实践开始从外部转向内部,试图赋权于大学内部,使其成为质量治理主体,以防止外部的过多介入,从而改善质量保障的有效性,促进高等教育质量实质性提升。内部质量保障研究也随之成为国际高等教育研究领域中的新议题。随着研究与实践的深入,虽然内部质量保障的方法已经相对成熟,但其效果却受到诸多争议。为了提高内部质量保障的有效性,内部质量保障应通过质量文化的形塑提高有效性、弱化外部强制性以释放内部质量保障的个性化,并构建真正的质量保障体系。At the turn of the 21st century,the external quality assurance of higher education characterized by accountability has been questioned for its failure to uplift educational quality.The practice of higher education quality assurance all over the world has changed from external quality assurance to internal quality assurance,an attempt to endow colleges with more rights or authorities so as to make them the main body of quality assurance,to prevent excessive involvement of external quality assurance,to promote the effectiveness of such assurance and to finally enhance the quality of higher education.Accordingly researches on internal quality assurance have become a new issue in international higher education research.As researches and practice advance,though methods of internal quality assurance in universities have been relatively mature,the effect of internal quality assurance to improve quality has been controversial.To raise its effectiveness,quality culture should be shaped while reducing external compulsory measures so as to enhance individualized internal quality assurance,and a genuine system of quality assurance should be constructed.
