大安全格局下提升高校安全稳定工作效度的思考

摘　　要：高校的安全稳定不仅是国家安全稳定的重要基石和有力彰显,同时是减少各类社会风险发生和保障学生健康成长的重要前提。当前,面临高校安全工作的突出矛盾和问题,要将高校安全纳入到大安全格局之下,坚持党的领导,坚持系统思维,坚持发展理念,坚持依法治理,构建有效维护高校安全稳定的体制机制。要以提升安全预防能力和应急处置能力为重点,强化高校安全稳定工作的阵地建设,将高校安全工作贯穿学生成长全过程,融入校园工作全主体,使高校安全工作“五进”体系全覆盖。同时,要以“三化”育人、思政教育、生命教育、美育工作为高校安全工作提供有效的文化驱动力。要不断健全和完善整体工作机制、责任落实机制、应急处置机制、监督考核机制,切实提升高校安全稳定工作的效度。The security and stability of colleges and universities is not only an important cornerstone and powerful manifestation for national security and stability,but also a critical prerequisite for reducing the occurrence of various social risks and guaranteeing the healthy growth of students.Currently,in the face of the prominent contradictions and problems in the security work of colleges and universities,the methods should be adopted to incorporate the security of colleges and universities into the great security pattern,to adhere to the Party's leadership,systematic thinking,development concept and governance according to the law,and to construct the system and mechanism to maintain the security and stability of colleges and universities effectively.Accordingly,the measures should be taken to focus on improving the capabilities of safety prevention and emergency disposal,to strengthen the position construction of security and stability work in colleges and universities,to integrate the security work into the overall growth process of students and the main bodies of school work,and to create a full coverage of the“five-entering”system of security work in colleges and universities.Meanwhile,the effective cultural drive can be provided for the security work of colleges and universities by means of education of“three kinds of culture”,ideology and politics,life and aesthetics.Ultimately,the mechanism of integral work,responsibility implementation,emergency disposal and supervision and assessment should be constantly improved and perfected so as to enhance the effect of security and stability work in colleges and universities practically.
