海南“蓝碳”价值实现问题及对策研究

摘　　要：“蓝碳”在生态保护、经济发展、社会效益等方面具有重要价值,对我国如期达成“双碳”目标具有重要意义。海南拥有丰富的“蓝碳”资源,但是由于缺乏对“蓝碳”的认识,缺少人才、技术、资金、政策制度等支持,其发展面临生态系统待修复、数据待掌握、市场体系待构建等问题,未能实现“蓝碳”价值。海南应进一步解放思想、拓宽思路,从党的领导、顶层设计、市场体系、国内外合作、保障措施等方面推动海南“蓝碳”价值实现,将海南“蓝碳”生态优势转化为经济社会发展优势,高质量、高水平建设海南国家生态文明试验区和自由贸易港。Being a way of“emission reduction without production reduction”,“Blue carbon”is of great value in ecological protection,economic development,social benefits and so on,and is of great significance for China to achieve the“dual carbon”goal on schedule.Hainan is rich in“blue carbon”resources,but due to the lack of knowledge and the support of the technology,the intellectual,the funds,the regulation,the value realization of“blue carbon”is faced with such problems as ecosystem to be repaired,data to be mastered,market system to be constructed,etc..Hainan shall further emancipate the mind,broaden the ideas,and promote to realize the value of“blue carbon”from the aspects of the Party’s leadership,the top-level design,the market system,the domestic and foreign cooperation,the supporting measure and so on in order to turn“blue carbon”ecological advantage into economic and social development advantages,and to build Hainan’s National Ecological Civilization Pilot Zone and Free Trade Port with high quality and high level.
