摘　　要：卫生资源的公平分配问题是各国历史长存的社会性难题,如何维护分配过程中利益多方之间的平衡以实现公平正义是各国政府一直在探索的关键性问题。系统地研究存在于卫生资源分配中的公正伦理理论,从取向上的公平和效率的抉择、学理上的正当与善的优先性抉择,以及程序上的平等分配与优先供给的抉择三个角度,深入分析了卫生资源分配过程中的伦理困境,以期能够从问题产生的根源出发解决卫生资源分配过程中的公平问题,为我国未来的卫生资源分配政策的制定提供一定的理论指导依据。The fair allocation of health resources is a long-standing-issue in all countries.How to maintain the balance between the interests of various parties in the allocation to achieve fairness and justice is a key issue that all governments have been exploring.This paper systematically studied the ethical theory of fairness in the allocation of health resources,and analyzed the ethical dilemma from three perspectives:the choice of fairness and efficiency in orientation,the priority of fairness and goodness under scientific principle,and the choice of equal allocation and priority in procedure.It is expected to solve the problem from the root,and provide certain theoretical guidance for the establishment of policies about the allocation of health resources in China in the future.
