摘 要:振兴中国足球“从娃娃抓起、从基层抓起、从基础抓起”。加快推动青少年校外足球训练和校园足球协同发展,是中国足球追赶超越的必由之路。从域外研究动态、国内时代归旨两个方面厘清我国青少年足球培训治理的演进趋势,全面审视青少年足球培训发展状况及治理困境,发现其存在监管主体权责边界模糊、足球培训外部监管力量缺失,体育培训市场准入宽松、足球培训服务质量有待优化,共生资源整合力度不足、青少年足球培训协同治理滞后,青少年体育权益保障匮乏、足球培训人才培育基础赢弱等多重问题。本文依据新时期共建共治共享治理理念提出青少年足球培训治理的破解路径:在政府层面健全监管制度,推动青少年足球培训扩容增效;在市场层面规范行业发展,督促青少年足球培训循规运营;在社会层面优化资源配置,推动校园足球与校外培训协同发展;在个体层面加强权益保障,夯实青少年后备人才育人基础。The revitalization of soccer sports in China needs to“start with children,at the grassroots,and at the foundation”.It is the only way for China’s soccer sports catching up and surpassing others to accelerate the coordinated development of out-of-school soccer training and school soccer for youths.This paper clarifies the evolutionary trend of the governance of youth soccer training in China from two aspects:the dynamics of overseas research and the purpose of the domestic era,and takes a comprehensive look at the development of youth soccer training and its governance dilemma.It finds the existing multiple problems such as blurred boundaries of authority and responsibility of regulatory bodies and a lack of external regulatory power in soccer training,lax access to soccer training market and quality of soccer training services need to be optimized,insufficient integration of symbiotic resources and lagging coordinated governance of youth soccer training,and poor protection of youth sports rights and interests and weak foundation of soccer talent cultivation.This paper proposes solutions for the governance of youth soccer training based on the concept of co-construction,co-management,and sharing in the new era:to improve the supervision system and promote the expansion of youth soccer training at the government level;to regulate the development of the industry and urge youth soccer training to operate according to regulations at the market level;to optimize the allocation of resources and promote the coordinated development between school soccer and out-of-school soccer training at the social level;to strengthen the protection of rights and interests and lay a solid foundation of youth reserve talent training at the individual level.
