摘 要:人才队伍建设对高校转型升级和高质量发展至关重要,人才分类评价对人才潜能的释放具有关键作用。设计先进的科技人才分类评价系统,对于招引人才、留牢人才、用好人才,创造潜能,具有重要意义。为此,该研究针对西北工业大学人才评价体系中的堵点、难点问题,在遵循人才成长、科学研究和教书育人规律的前提下,综合考虑教师成长发展的内在需求,围绕提升引才质量、优化考核评价方式、强化教育教学评价、优化准长聘体系和推动国防特色人才评价五个方面,构建人才分类评价创新体系,为推动西北工业大学人才队伍建设提供参考依据。该评价体系由5个准则指标、17个一级指标和65个二级指标组成。对于指标的权重赋值,使用层次分析法来确定。Talent team construction is crucial to the transformation,upgrading and high-quality development of universities,and talent evaluation has an important impact on the potential of talents.Constructing a scientific evaluation system for scientific and technological talents is of great significance to attract talents,retain talents and stimulate their creative potentials.To this end,this study addresses the blockages and difficulties in the talent evaluation system of Northwestern Polytechnical University,follows the laws of talent growth,scientific research and teaching,takes into account the intrinsic needs of teachers’growth and development,and builds a talent clas⁃sification and evaluation around five aspects,including improving the quality of talent attraction,optimizing as⁃sessment and evaluation methods,strengthening education and teaching evaluation,optimizing the quasi-longterm employment system and promoting the evaluation of talent with national defense characteristics The innova⁃tive evaluation system provides a reference basis for promoting the construction of the talent team of Northwestern Polytechnic University.The evaluation system is composed of 5 guideline indicators,17 primary indicators and 65 secondary indicators.In terms of weight assignment,this study refers to the existing literature and uses hierarchi⁃cal analysis to determine the weights of evaluation indicators at all levels.
