在地国际化何以重新建立“流动性”?——基于知识的流动和微证书项目的实施

摘　　要：世界范围内出现的反全球化运动和逆全球化现象给长期以来以学生流动为特征的教育国际化带来了前所未有的挑战。在地国际化成为补充传统教育国际化的一种新理念和模式。然而,一方面,继承了传统国际化人才培养功能和“去流动性”的在地国际化无法摆脱高等教育国际化目的国家化的工具理性的危机。因此,在地国际化需要新的流动模式。另一方面,缺乏必要的学术承认以及质量保障,会导致在地国际化无法纳入民族国家和国际高等教育的生态系统之中,从而影响学生进行下一阶段的学习和工作。因此,在地国际化需要新的实施路径。研究发现:在知识视角下,在地国际化本质上是知识生产和传播中心的建设,建立分散性知识生产和传播的国际化新模式有助于在地国际化实现新的流动方式;将在地国际化与微证书项目相结合有助于建立学术承认和质量保障体系,以保障在地国际化的后续“流动性”。The worldwide anti-globalization movement and phenomenon have brought unprecedentedchallenges to the internationalization of education characterized by student mobility for a long time.Internationalization at Home has become a new concept and mode fo supplement the traditional internationalization of education.However,on the one hand,the Internationalization at Home,which inherits thetraditional international talent training function and focuses on the domestic cultivation,cannot get rid ofthe crisis of instrumental rationality in the nationalization of the purpose of internationalization of higher education.Therefore,Internationalization at Home requires a new flow model.On the other hand,the lack of necessary academic recognition and quality assurance will lead to the failure of I Internationalization at Home to be included in the ecosystem of nation states and international higher education,thus affecting students learning and work in the next stage.Therefore,Internationalization at Home requires a newimplementation path.The research finds that:from the perspective of knowledge,Internationalization atHome is essentially the construction of knowledge production and dissemination center,and the establishment of a new international mode of decentralized knowledge production and dissemination is conduciveto the new flow mode of Internationalization at Home;The combination of Internationalization at Homeand Micro-credentials projects will help to establish an academic recognition and quality assurance system to guarantee the subsequent"mobility"of Internationalization at Home.
