摘 要:在“非升即走”制度影响下,中国高校教师保障机制缺失,存在教师评价机制不合理、保障责任主体碎片化、保障阶段滞后、保障功能单一等问题。基于整体性治理理论,构建组织协同、功能整合、全过程保障的教师保障机制,可以系统性地保障教师权利。具体而言,高校教师保障机制的整体性构建可化分为三个阶段:在事前保障阶段,形成以规范制定为核心的制度保障;在事中保障阶段,形成以教师职业发展为核心的待遇保障;在事后保障阶段,形成以教师再就业帮扶为核心的救济保障。Under the influence of the system of"up or out",the assurance mechanism of university teachers in China is absent,leading to problems such as the defective teacher evaluation mechanism,the fragmentation of the assurance responsible parties,the lagging of the assurance stage,and the monotony of assurance function.Based on the theory of holistic governance,teachers rights can be systematically protected by building the assurance mechanism of university teachers with organizational coordination,functional integration and a whole-process assurance.Specifically,the overall construction of the assurance mechanism of university teachers can be summed up as three stages,that is,forming the institutional guarantee with rules formulation as the core in the exante assurance stage,forming the guarantee onbenefits with teachers professional development as the core in the interim assurance stage,and formingthe guarantee on relief with teachers reemployment assistance as the core in the expost stage.
