摘　　要：科技人才发展对社会经济发展和国家综合国力提升具有促进作用,而国家的人才发展机制对科技人才成长与发展意义重大。面向2035国家发展新形势新环境,基于PEST分析框架对我国青年科技人才发展进行SWOT分析,探求新环境中促使青年科技人才自身能力提高并保持可持续发展的机制。研究发现我国青年科技人才发展及人才工作在不同视角下呈现阶段性特点,提出建立对科技人才成长与发展的全程干预机制、完善青年科技人才成长与发展的全面保障机制和实施青年科技人才动静结合的综合评价机制的对策建议,以此对青年科技人才的可持续发展提供支持。The development of scientific and technological talents has a promoting effect on social and economic development and the improvement of the country’s overall national strength,and the national talent development mechanism is of great significance to the growth and development of scientific and technological talents.Facing the new situation and new environment of 2035 country development,based on the PEST analysis framework,SWOT analysis is carried out on the development of young scientific and technological talents in China,and the mechanism for promoting the improvement of young scientific and technological talents’ability and maintaining sustainable development in the new environment is explored.The study found that the development of China’s young scientific and technological talents and talent work showed staged characteristics under different perspectives,and proposed the establishment of a full-range intervention mechanism for the growth and development of scientific and technological talents,the improvement of a comprehensive guarantee mechanism for the growth and development of young scientific and technological talents,and the implementation of dynamic integration of young scientific and technological talents The countermeasures and suggestions of the comprehensive evaluation mechanism are provided to support the sustainable development of young scientific and technological talents.
