政社应急协作平台作用发挥的影响因素分析——基于我国新冠疫情初期防控的质性研究

摘　　要：政社应急协作平台是政社应急协作中发挥“桥梁枢纽”作用的机构,其对政社协作能否顺利进行起关键作用。以我国新冠疫情初期防控中政府建立的政社应急协作平台为研究对象,运用扎根理论方法,以Nvivo11软件为研究工具,对影响政社协作平台发挥作用的因素进行了探讨。研究发现,观念认知、制度设计、公信力、胜任力、信息沟通、权责关系和协调合作是当前我国政社应急协作平台发挥作用的重要影响因素,并以“条件行动结果”模型概括了影响因素间的逻辑联系。The emergency cooperation platform between government and social organizations is an institution that plays the role of"bridge hinge"in the emergency cooperation between government and social organizations,which plays a key role in the progress of smooth cooperation between government and social organizations.This paper took the governmental and social emergency cooperation platform established by the government in the early stage of COVID-19 epidemic control in China as the research object,and used the Grounded Theory method as the research method and Nvivo11 software as the research tool to explore the factors that affect the role of the governmental and social cooperation platform.It is found that concept cognition,system design,credibility,competence,information communication,power and responsibility relationship and coordination and cooperation are the important influencing factors of the current government and social organizations emergency cooperation platform in China,and the model of"condition-action-result"is used to generalize the logical connection among the influencing factors.
