中国高质量职业教育体系建设的逻辑与理路--基于嵌入性视角的分析

摘　　要：特定的职业教育形态是嵌入在特定的社会结构和经济体系之中的,这种“双重嵌入”决定了现代职业教育体系的建设是职业教育社会化的过程。当前中国职业教育赖以生存发展的社会环境、经济发展方式、产业体系形态等外部环境都在发生着深刻的变化和调整,职业教育存在吸引力不足、适应性不强等现实问题。构建高质量职业教育体系应遵循社会嵌入、政治嵌入、市场嵌入和技术嵌入的建设逻辑,从社会嵌入上应满足社会对高质量职业教育供给需求,从政治嵌入上应实现职业教育治理体系和治理能力现代化,从市场嵌入上应完善职业教育体系与产业体系协调运行机制,从技术嵌入上为构建现代化产业体系提供技术和人才支撑。The specific form of vocational education is embedded in the specific social structure and economic system.This“double embedding”determines that the construction of modern vocational education system is the process of vocational education socialization.At present,the social environment,economic development mode,industrial system form and other external environment on which China's vocational education depends for its survival and development are undergoing profound changes and adjustments.There are practical problems in vocational education,such as lack of attraction and adaptability.The construction of high-quality vocational education system should follow the construction logic of social embeddedness,political embeddedness,market embeddedness and technology embeddedness.From the perspective of social embeddedness,it should meet the social demand for high-quality vocational education supply;from the perspective of political embeddedness,it should realize the modernization of vocational education governance system and governance capacity;from the perspective of market embeddedness,it should improve the coordination operation mechanism of vocational education system and industrial system;and from the perspective of technology embeddness,it should provide technical and talent support for the construction of modern industrial system.
