摘  要:厘清成人教育政策的演进脉络及其规律特征,对新时期政府制定与调整成人教育政策具有重要意义。文章以政策注意力研究为视角,运用内容分析法和NVivo12.0软件对《教育部工作要点》进行梳理,将成人教育政策发展划分为政策起步、政策发展、政策转型、政策深入发展四个阶段,总结出学历补偿教育向非学历继续教育发展、关注基础性建设转向注重高质量建设、集权管理逐渐向简政放权转变、注重“两基”工作向关注学习型社会转变的演变规律,从建成全民终身学习教育支持体系、满足多维度成人学习需求、均衡各类政策工具使用等三个方面对优化成人教育政策注意力配置提出建议。It is of great significance for the government to formulate and adjust adult education policies in the new era to clarify the evolution of adult education policies and their regular characteristics.Starting from the perspective of policy attention research,this paper uses the content analysis method and NVivo12.0 software to comb the“Key Points of the word of the Ministry of Education”,and divides the development of adult education policy into four stages:policy initiation,policy development,policy transformation,and policy in-depth development.It summarizes the evolution law of the development of degree compensation education to non-degree continuing education,focusing on basic construction to focus on high-quality construction,centralized management gradually to streamline administration and delegate power,and focus on"two basic"work to focus on learning society.This paper puts forward suggestions on optimizing the allocation of attention to adult education policies from three aspects:building a lifelong learning education support system for the whole people,meeting multi-dimensional adult learning needs,and balancing the use of various policy tools.
