网络中立原则的复合文化批评

摘　　要：网络中立原则在国外学界产生了广泛而深远的影响,国内学界也有相当介绍和讨论,但鲜有人从技术哲学角度对这一问题进行反思。后现象学技术哲学所发展起来的“复合文化”概念可为捍卫网络中立原则提供新思路。复合文化是经由技术调节后塑成的一种元素丰富的文化形态,互联网的广泛使用造成了新的网络复合文化。网络复合文化说明网络不仅是一种中立工具,它还带来了一种新的“复合文化”。这一复合文化将网络世界优位,认为它比物理世界更加完美。网络复合文化呈现出多元、开放且不断发展的态势。从网络复合文化角度反思网络中立原则,可知网络如果不中立,可能造成文化单一化、生活世界的贫乏化,并带来价值家长制风险。随着互联网应用的不断发展,势必需要反思搜索引擎及手机等终端平台对网络复合文化的影响,在此基础上不断拓展网络中立原则的适用主体。The idea of“network neutrality”has made a comprehensive and far-reaching impact on the academic community.Despite being introduced and widely discussed among Chinese scholars,few philosophical attempts have been offered to study net neutrality.The idea of“pluri-culture”developed by post-phenomenology can provide a unique insight into analyzing the net neutrality thesis.The Pluri-culture is a cultural form shaped by technological mediation.The Internet is not only a neutral tool;it helps to form a“pluri-culture”.This pluriculture sees the online world as far more ideal than the physical world.The internet-mediated pluri-cutlure is comprehensive,open,and constantly evolving.Based on this unique culture form,one could argue that if the internet is not neutral,it may lead to cultural homogenization,impoverishment of the life world,and introduce the risk of value paternalism.With the flourishing of online apps,we also need to reflect on the influence of search engines and mobile phone software platforms from the perspective of internet pluri-culture,and,consequently,further our discussion of net neutrality.
