国家实验室的内涵厘定

摘　　要：面对理论和实践中“什么是国家实验室”这一基本但事关国家实验室建设与运行全局的问题,以已有理论研究和政策实践成果为载体,运用文献和文本挖掘方法,厘定了国家实验室的基本内涵。它是指为了满足以国家战略需求为统领目标的系列国家级发展目标,在政府主导,企业、高校科研院所等组织协同参与下,依托国家或国际重大科技工程、任务、项目等,综合运用计划与市场手段,从事有严格条件限定的基础科学与应用研究、重大(关键或共性)技术创新、社会公益性研究等科技创新活动的一种科技组织。具有综合性、开放性、战略性、国际性、独立性、政治性等特点,且类型划分多样。最后,基于研究结论提出了若干政策建议。Facing on the basic and relevant issue of“what is a national laboratory”in theory and practice,which is related to the overall construction and operation of national laboratories,the existing theoretical research and policy practice results are used as the carrier,and the literature and text mining methods are used in the study.The basic connotation of the national laboratory has been defined.It refers to a scientific and technological organization for scientific and technological innovation activities such as basic science and applied research,major(key or common)technological innovations,social welfare research.A series of national development goals guided by national strategic needs are studied,universities,research institutes and other organizations are participated,relying on major national or international scientific and technological projects,tasks,projects,etc.It comprehensively uses plans and market methods to engage in those scientific and technological innovation activities.National laboratory has some characteristics of comprehensiveness,openness,strategy,internationality,independence,and politics,and its type division has the characteristic of diversity.Finally,based on the research conclusions,several policy enlightenments are put forward.
