From"Erasmus"to"Turing":Policy Shifts in International Mobility of Students in the United Kingdom in the Era of Post-Brexit

摘　　要：后脱欧时代,为了全面摆脱欧盟的控制,充分利用教育外交手段加快实现“全球英国”的愿景,同时为英国参与者提供更高质量的教育交流服务,促进学生国际流动,英国政府决定退出欧盟最具代表性的学生国际流动项目——“伊拉斯谟+计划”,并推出替代方案——“图灵计划”。“图灵计划”是竞争性资助项目,在项目的制定与实施过程中,英国政府在充分考虑高校学生流动需求的基础上,将学生流动范围从欧洲扩大至全球,将输入型与输出型双向流动转变为单向输出型流动,在流动群体方面给予弱势背景学生更多关注,并且聚焦高校学生的国际流动。作为在多重困境下制定推出的新项目,“图灵计划”仍存在单向流动为教育服务贸易带来风险、有限经费难以实现预期目标以及项目功能过于单一等问题与挑战,其做到真正替代“伊拉斯谟+计划”还存在诸多困难。In the era of post-Brexit,out of the consideration of completely getting rid of the control of EU,making full use of educational diplomacy to accelerate the realization of the vision of"Clobal Britain",providing higher-quality educational exchange services for UK participants and promoting the international mobility of students,the UK government decided to withdraw from the EU's Erasmus+Programme,and launched its alternative Turing Scheme.The Turing Scheme is a competitive grant funding scheme.During the implementation of the project,on the basis of fully considering the needs of the UK to promote student international mobility,the Turing Scheme will expand the scope of student mobility from Europe to the world,transform inward and outward mobility to outward mobility,pay more attention to disadvantaged background groups and focus on the international mobility of higher education students.As a new project formulated and implemented under multiple predicaments,the Turing Scheme still faces difficulties and challenges such as the"one-way"outward mobility brings risks to education service trade,limited funding and the single function.There are still many difficulties for the Turing Scheme to truly replace the Erasmus+Programme.
