“一带一路”高校战略联盟的运行模式及行为动因?——基于理性选择制度主义的视角

摘　　要：“一带一路”高校战略联盟本质上是行动者在具体行动情境中互动博奔的制度结果,理性选择制度主义可以分析具体制度安排下行动者特有的互动行为。通过改进理性选择制度主义的分析框架,在行动者与行动情境两个元素的基础之上,将联盟合作领域作为外部变量引入到“一带一路”高校战略联盟的分类之中,构建三维分类模型,以此来解释“一带一路”高校战略联盟的运行模式与行为动因。基于对五种常见的“一带一路”高校战略联盟运行模式的考察发现,政府力量、市场力量以及大学组织力量在“一带一路”高校战略联盟的形成与发展过程中互为补充、相互促进,三要素之间既有共同的逻辑指向,又具备不同的属性,即政府力量在“主导”与“促进”间选择,市场力量在“松散”与“融合”间交叠,大学组织在“自由”与“责任”间平衡。"The Belt and Road"university alliance is essentially the institutional result of the interactive game among actors in specific action situations.Rational choice institutionalism can be used to analyze the specific interactive behavior under specific institutional arrangements.By improving the analysis framework of rational choice institutionalism,a three-dimensional classification model is constructed based on the two elements of actors and action situations with the introduction of the field of alliance cooperation as an external variable in the classification of the"the Belt and Road"university alliance,so as to explain the operation mode and behavioral motivation of the"the Belt and Road"university alliance.The in-depth investigation of five common operation modes of the"the Belt and Road"university alliance reveals that government force,market force and university organization force complement,alternate and promote each other in the generation and development process of the"the Belt and Road"university alliance.The three elements have both common logic direction and different attributes,i.e.,the choice between"leading"and"promoting"for government force,the overlap between"loose"and"integration"for market force,and the balance between"freedom"and"responsibility"of university organizations.
