基层精准扶贫下“微腐败”的清廉建设路径与方法探析--以党政问责的演进过程为视角

摘　　要：在精准扶贫深入开展的过程中,“微腐败”问题层出不穷。对于“微腐败”官员的问责问题,我国各地的党政问责法律制度不断完善,使党政问责机制的整体发展呈渐进模式。但基于精准扶贫下“微腐败”的隐蔽性和发现的不及时性,加之我国传统问责文化环境的影响,有效的党政问责往往难以实现。本文从党政问责的演进过程入手,在精准扶贫视角下,通过回顾“微腐败”的生成机理及特点,总结了我国在探寻“微腐败”党政问责方面存在的几个问题,并在此基础上提出了相应的完善措施,为进一步治理“微腐败”提供了途径本文主要围绕以下五个问题展开:我国传统党政问责模式的缺陷分析问责对象与主体的局限性分析;问责方面的滞后性和不到位性分析;带病提拔与复出问题的规制;单一问责方式的缺陷。In the process of in-depth development of targeted poverty alleviation,the problem of“micro-corruption”emerges one after another.Regarding the accountability of“micro-corruption”officials,the legal system of party and government accountability in various parts of our country is constantly advancing,and the overall development of the party and government accountability mechanism is in a gradual mode.Due to timeliness,coupled with the influence of my country’s traditional accountability culture environment,effective party and government accountability is often difficult to achieve.Starting from the evolution process of party and government accountability,based on the perspective of targeted poverty alleviation,by reviewing the generation mechanism and characteristics of“micro-corruption”,this paper summarizes several problems existing in the exploration of“micro-corruption”party and government accountability.On this basis,corresponding improvement measures are put forward to provide a way to further improve the governance of“micro-corruption”.It mainly focuses on the following five issues:the analysis of the defects of my country’s traditional party and government accountability model;the analysis of the limitations of accountability objects and subjects;the analysis of the hysteresis and inadequacy of accountability;the regulation of promotion and comeback problems;The flaws of a single approach to accountability.
