摘　　要：在“全面从严治党”战略中,“严”是题眼。作为一个严肃概念,“严”是在中国共产党管党治党历史过程中逐渐发展起来的它具有反思性、基调性、定量性等特征,具有明显的方法论属性。就内涵而言,“严”在时间、空间、程度、阶段、层级、实施标准等方面有自身专门的要求,一旦偏离这些要求,就会导致行为出现偏差。在实践中,人们对“严”这一概念存在诸多误解,例如,将“严”理解为“惩罚主义”、“大水漫灌”、“越俎代庖”、盲目求速求快、片面突进不顾全局等。只有系统理解“严”这一概念,才能把握全面从严治党战略的内涵。In the strategy of“Strictly governing the party in an all-round way”,“Strictly”is the key word.The concept of“strictly”is developed in the history of self-governance of the CPC.It is a reflective,keynote,quantitative and methodological concept.In particular,in time,space,degree,stage,level and so on,“Strictly”has special requirements.Any deviation from these requirements will result in mistakes.In practice,there are many misunderstandings about“Strictly”,which have a negative impact on supervision activities.Only by systematically understanding the concept of“Strictly”can we understand the strategy of“Strictly governing the party in an allround way”.
