摘 要:21世纪以来,国际组织、跨境办学参与国均高度重视各级各类学校跨境办学的质量对等性。英国私立学校是基础教育阶段跨境办学的领跑者,为研究质量对等性提供了可行的切入点。聚焦英国的境内私立学校和海外学校,对二者办学的政策文本内容和政策执行流程进行对比后发现:英国政府在制度设计层面为办学质量对等性提供了较好的保障,私立学校和海外学校的办学督导框架、质量标准、督导评估流程均呈现较强对等性。政府在其中起到牵头协调作用,鼓励第三方专业机构参与,注重发挥学校办学主体性,重视回应大众利益诉求。政策制定和执行体现了质量“起点”和“过程”的对等性,未来研究可以从“结果”对等性出发,以形成对英国私立学校跨境办学质量对等性更为完整的认识。Since the 21st century,international organizations and cross-border education participating countries have attached great importance to the quality equivalence of cross-border schools at all levels.British independent schools currently play a leading role in the cross-border programs at the basic education level,which provides a feasible case.This paper makes a comparative analysis of the quality equivalence between domestic independent schools and overseas schools of the UK,taking the inspection framework and quality evaluation system as text data for analysis,from two aspects:the content of policy text and the process of policy implementation.The study finds that the UK government builds an effective guarantee mechanism for quality equivalence at home and abroad,that is,the education inspection framework and the quality evaluation standards and process of British schools overseas are equivalent to independent schools.The government plays a leading and coordinating role during the process.It encourages the participation of third-party professional institutions,as well as pays attention to the public interests and the school’s autonomy.Above all,this paper studies on quality equivalence from the perspective of“starting point”and“process”.Future empirical research can further investigate the“result”equivalence,so as to form a comprehensive understanding of the quality equivalence of cross-border education in the UK.
