英国《跨境高等教育质量标准》认证报告研究——以对英国格林威治大学和埃及文学及现代科学十月大学合作质量认证为例

摘　　要：英国跨境教育质量认证工作由政府委托的第三方资格认证服务机构Ecctis进行。该机构于2021年10月发布的《跨境高等教育质量标准》认证报告,从跨境教育管理制度健全度、项目质量同等度、学习经历满意度、本土环境融合度和公众信息开放度五个方面对英国格林威治大学和埃及文学及现代科学十月大学之间的合作关系进行质量认证,旨在实现高质量高标准的跨境高等教育,进而提高国际上对跨境教育资质的理解和信任。文章通过介绍该报告的背景和主要内容,分析借鉴两校跨境教育经验,对我国中外合作办学质量评估和质量保障工作提出如下建议:加强教师培训,提升师资能力;完善学生反馈机制,确保学生获得支持;坚持评估主体多元化,实现多方建设监管;合理利用评估结果,优化质量认证机制。The UK transnational education quality assurance is carried out by Ecctis,a third-party service commissioned by the UK government.The Transnational Education Quality Benchmark report,released in October 2021,assessed the quality of transnational education operations between the University of Greenwich(UoG)in the UK and October University for Modern Sciences and Arts(MSA)in Egypt from five aspects:the management of the transnational education(TNE)operation,standards of the study programme,the quality of the student experience,the alignment with local requirements,and the openness of information to the public.This report aims to achieve high quality and high standards of transnational education,thereby enhancing international understanding and trust.By introducing the background and main contents of this report,this study analyzes the experience of UoG and MSA and raises the following suggestions on the quality assessment and quality assurance of Sino-foreign cooperative educations in China:strengthening training to improve teachers’ability,optimizing students’feedback mechanism to provide supports for students,diversifying the subjects of evaluation to realize multi-party construction and supervision,and rationally using the evaluation results to optimize the quality assessment and assurance mechanism.
