高校规章制度管理信息化平台建设研究

摘　　要：高校规章制度管理信息化是大力推进教育数字化建设的应有之义,也是高校加强治理能力现代化建设、“双一流”建设以及法治建设的必然要求。当前高校规章制度管理存在诸多问题,规章制度汇编发布平台、意见征求和解读平台、检索平台以及复合功能型平台等未能有效实现规章制度管理的信息化。高校应当深入推进制度体系建构全流程管理信息化,提升制度建设成效。Informatization of rules and regulations management in universities is essential to promoting the digital construction of education,and it is also a compulsory requirement for universities to improve the modern governance capacity,"double first-class"construction and rule of law construction.At present,there are several issues with the management of university rules and regulations.The platforms for compiling and releasing regulations,soliciting opinions and interpretations,retrieving information,and providing composite functions have failed to effectively achieve the informatization of rules and regulations management.Universities should promote the informatization of the entire process of system construction to increasing the effectiveness of system building.
