摘　　要：目的:了解安徽省某市基层医疗卫生机构应急能力现状,为提高基层医疗卫生机构应急能力提供借鉴。方法:对安徽省某市下辖的7个县(区)95所基层医疗卫生机构进行问卷调查,了解样本机构的人员配备情况、应急场所建设情况、应急组织和制度建设情况、开展应急培训演练情况等。结果:某市每万常住人口配备基层医疗卫生机构卫生技术人员数为12.50人。95所基层医疗卫生机构卫生技术人员平均数为32.87人;卫生技术人员大多为大专及以下学历;48.42%的机构未配备公共卫生医师;90.53%的机构未设置发热门诊,仅有31.58%的机构设置了发热哨点诊室;69.47%的机构无针对原因不明发热患者转诊的制度;98.95%的机构制定了突发公共卫生事件应急预案,其中89.36%的机构对预案进行过修订;82.11%的机构参加过应对突发事件的相关培训和演练。结论:基层医疗卫生机构应急组织和制度建设情况相对良好,但人员配备有待加强,场所设施还不能满足疫情防控需求,应急培训和演练尚须加强。Objective:To understand the current situation of the emergency response capacity of grassroots healthcare institutions in the city of Anhui Province,and to provide a reference for improving the emergency response capacity of grassroots healthcare institutions.Methods:A questionnaire survey was conducted on 95 grassroots healthcare institutions in 7 counties under the jurisdiction of a city in Anhui Province to learn about the basic situation of staffing,the construction of emergency sites,the construction of emergency organizations and systems,and the implementation of emergency training and drills.Results:The city has 12.50 health technicians in grassroots healthcare institutions for every 10,000 permanent residents.The average number of health technicians in 95 grassroots healthcare institutions was 32.87.Most health technicians are a college degree or below.48.42%of the institutions did not have public health physicians.90.53%of the institutions had no fever clinic,and only 31.58%had a fever sentinel clinic.69.47%of the institutions have no referral system for patients with fever of unknown cause.98.95%of the institutions have formulated emergency plans for public health emergencies,and 89.36%of them have revised their plans.82.11%of the institutions have participated in relevant training and drills to deal with emergencies.Conclusion:The construction of emergency organizations and the system of grassroots healthcare institutions are relatively good.However,staffing needs to be strengthened,the site and facilities cannot meet the needs of epidemic prevention and control,and emergency training and drills need to be strengthened in grassroots healthcare institutions.
