大历史观视域下的中国农业农村发展

摘　　要：大历史观提供了理解经济演变的思想基础和方法论依据。本文指出:大历史观不仅强调历史因素对经济变迁的重要性,而且强调应从长时段、本土化、整体性的视角来认识经济变迁,这三者分别从时间、空间、结构维度揭示了大历史观的特征。运用大历史观来审视中国的农业农村发展,可以发现:从时间维度看,农业农村发展是贯穿新中国成立以来我国长时段现代化进程的重大命题,并在不同阶段为现代化建设做出了多重贡献;从空间维度看,我国农业农村发展不是对已有国际经验或“一般规律”的简单验证,而是在很大程度上表现为中国“自身的故事”;从结构维度看,我国农业农村发展是嵌入在中国整体发展阶段和制度背景之中,是与城镇之间开展互动并伴随着制度变迁而推进的。立足于大历史观视域下予以审视,我国在政策层面必须动态理解农业农村发展及其作用,突破从经济效率来看待农业农村的局限,注重在城乡互动和体制变迁背景下探寻发展路径,并从农业农村发展的本土化特征中形成构建中国特色社会主义政治经济学的实践资源。The macro-history view provides the ideological and methodological basis for understanding the economic evolution.This paper points out that the macro-history view not only emphasizes the importance of historical factors to economic changes,but also emphasizes that economic changes should be understood from a long-term,localized,and holistic perspective,which respectively reveal the characteristics of the macro-history view from the dimensions of time,space and structure.Examining China's agricultural and rural development from the perspective of macrohistory view,we find that:from the perspective of time,agricultural and rural development has been a major proposition throughout China's long-term modernization process since the founding of the People's Republic of China,and has made multiple contributions to modernization at different stages.From the spatial dimension,China's agricultural and rural development is not a simple verification of existing international experience or"general laws,"but it's expressed as China's"own story"to a large extent.From the structural dimension,China's agricultural and rural development is embedded in China's overall development stage and institutional background,and it's promoted by the interaction with cities and towns and along with the institutional changes.This review from the perspective of macro-history view means that China must dynamically understand the agriculture and rural development and its role,break through the view of the role of agriculture and the rural areas from the perspective of economic efficiency,focus on exploring development paths in the context of urban-rural interaction and institutional changes,and form the practical resources for constructing the political economy of socialism with Chinese characteristics from the own characteristics of agricultural and rural development.
