共同富裕目标下民族地区老年人相对贫困治理研究

摘　　要：民族地区相对贫困治理是国家的重要政策议题,共同富裕目标下加大对民族地区老年人相对贫困治理有助于减少老年贫困,促进社会和谐。文章基于中国综合社会调查(CGSS)数据,对民族地区老年人相对贫困状况进行实证分析,探讨贫困依存的维度。研究发现:民族地区老年人相对贫困状况凸显,相对贫困老年人占民族地区被调查老年人的比例达到37.4%,在所有调查样本分组中比例最高;民族地区六省区,老年人相对贫困程度以云南、宁夏、贵州三省区最为严重。健康状况、受教育程度、生计资本、综合生存能力等是民族地区老年人贫困依存的主要维度,其中健康状况、受教育程度和生计资本维度在5%水平显著,综合生存能力在10%水平显著。据此提出,应大力提升民族地区老年人大病医疗保障水平、促进民族地区老年人终身学习、提升民族地区老年人社会支持、提高民族地区老年人获取生计资本能力、充分发挥民族地区老年人的技艺和特长,以及大力发展民族地区经济多渠道促进老年人增收。Relative poverty management in ethnic minority areas is an important policy issue of the state.Under the goal of common prosperity,increasing the relative poverty management of the elderly in ethnic minority areas is helpful to reduce elderly poverty and promote social harmony.Based on China General Social Survey(CGSS)data,this paper empirically analyzes the relative poverty of the elderly in ethnic minority areas and explores the dimensions of poverty dependency.The results show that the relative poverty of the elderly in ethnic minority areas is prominent.The proportion of the elderly in relative poverty in ethnic minority areas is 37.4%,which is the highest among all the sample groups.The relative poverty of the elderly in Yunnan,Ningxia and Guizhou is the most serious among the six ethnic minority regions.Health status,education level,livelihood capital and comprehensive survival ability are the main dimensions of poverty dependency of the elderly in ethnic minority areas.Among them,health status,education level and livelihood capital are significant at 5%level,and comprehensive survival ability is significant at 10%level.Put forward accordingly,people should enhance the level of medical treatment of a serious illness in the elderly security in ethnic minority areas and promoting lifelong learning in the elderly in national regions,enhance support for the elderly society in national regions and improve the ability of the elderly for livelihood capital in national regions,give full play to the skills and talents of old people in ethnic minority areas,and develop the national area economy through various channels to promote the elderly.
