农林院校科技工作者参与农村公共服务动因及其作用机理研究

摘　　要：如何发挥农林院校社会服务在乡村建设与乡村振兴中的积极作用,有效激励农林院校科技工作者将更多的精力投入到农村公共服务之中,成为亟待解决的现实问题。构建以“公共服务动机-客体需求-制度环境”作为参与农村公共服务动因的理论分析框架,并利用农林院校科技工作者调查数据,运用结构方程模型方法,实证分析参与农村公共服务动因及作用机理。研究表明:公共服务动机在客体需求、制度环境对参与农村公共服务的关系中具有部分中介作用,系统性失衡可能制约公共服务政策吸引力对参与农村公共服务的积极影响。建议出台有利于激发公共服务动机、刺激客体需求、优化制度环境的配套政策体系,依托综合动因激励体系探寻促进农林院校科技工作者参与农村公共服务的有效路径。How to give full play to the positive role of social services of agricultural and forestry colleges in rural construction and rural revitalization,and effectively encourage scientific and technological workers of agricultural and forestry colleges to devote more energy to rural public services,has become a practical problem to be solved urgently.This paper built a theoretical analysis framework that takes“public service motivation-object demand-institutional environment”as the motivation of participating in rural public service,used the survey data of scientific and technological workers in agricultural and forestry colleges and structural equation model method to empirically analyze the motivation and action mechanism of participating in rural public service.The research results show that public service motivation plays a part of intermediary role in the relationship between object demand,institutional environment and participation in rural public services;and systematic imbalance may restrict the positive impact of public service policy attraction on participation in rural public services.It is suggested to introduce a supporting policy system that is conducive to stimulating the motivation of public services,stimulating the demand of objects,and optimizing the institutional environment,and explore an effective way to promote the participation in rural public services by scientific and technological workers in agricultural and forestry colleges based on the comprehensive motivation incentive system.
