摘　　要：在社会治理重心下移的背景下,市域作为社会治理的基本单元,其治理效能关乎社会的和谐稳定。社会治理操作模式,是完善社会治理体系、建设社会治理共同体的实践方式。本研究以徐州市社会治理的基层实践为基点,立足“共同体”理念,分析“统领、协同、融合、联动”等作为“五治融合”配套的社会治理具体实践方案,探索破解要素单一、融合受限、联动单行、经费缺少等诸多问题,为苏北和淮海经济区提升基层社会治理能力现代化水平提供参考借鉴。In the context of the downward shift of the focus of social governance,the governing perfor⁃mance of the municipal administrative region,as the basic unit of social governance,is vital to social harmony and stability.The operational model of social governance is a practical way to improve the so⁃cial governance system and build a community of social governance.Based on the grass-roots practice of social governance in Xuzhou City,this study analyzes the driving factors of the"four-in-one"gover⁃nance model,with command,coordination,integratio,linkage and so on explores ways to solve many prob⁃lems such as the singleness of factor,the limitation of integration,the separation of linkage and lack of funds,and provides a reference for improving the modernization of grass-roots social governance capaci⁃ty in northern Jiangsu and even in a wider range.
