摘 要:国有企业数字化转型不仅有助于提升效率、改善管理,而且对体制机制改革具有明确要求、刚性约束等实质性促进作用。国有企业的利益相关方可利用大数据对不确定性问题进行缓解,通过数字化将复杂问题变得透明化和简单化,推动完善政企关系和监督体系、提升“管资本”能力、缓解出资人的“监管焦虑”;可以利用数字化转型弱化信息不对称、降低道德风险、缓解内部人控制,促进国有企业机制体制变革进入不可逆进程;可以利用数字化促进组织扁平化、打破部门阻隔、构建跨边界组织,推动国有企业组织变革甚至企业形态变化,并为释放人的积极性和激发创造性劳动创造条件、拓展空间;可以利用数字技术的核心刚性所带来的棘轮效应和锁定效应,对国有企业改革固化成果、推动前进和防止倒退。当然,要使上述积极作用从可能变为现实,前提是在现代价值理念和先进技术观念的指引下,秉持以人民为中心的发展思想和以人为本的发展理念,落实科技向善。The digital transformation for state-owned enterprises not only helps to improve efficiency and management,but also has a substantive promoting effect on the reform of institutional mechanisms.In the past,academic circles mostly discussed the digital transformation for state-owned enterprises from the operational level,emphasizing that digital transformation can help improve efficiency and management,while ignoring the positive role of digital transformation in promoting the reform of state-owned enterprises’institutional mechanisms.In fact,digital transformation for state-owned enterprises not only means process re-engineering,business transformation and management reform,but also involves comprehensive transformation of institutional mechanisms:Digitization comprehensively alleviates uncertainty issues at both the technical and institutional levels and promotes a close integration of“system+technology”,which has a substantive and positive role in promoting digital transformation by putting forward clear requirements and rigid constraints on the corresponding institutional mechanism reform.Considering these issues will enable scholars to more deeply identify and even firmly promote the digital transformation for state-owned enterprises.Stakeholders in state-owned enterprises can use big data to mitigate and digitize uncertain issues,which makes complex issues transparent and simplified,thereby promoting government-enterprise relations and supervision systems,improving the ability to“manage capital”,and alleviating“regulatory anxiety”of investors.Digital transformation can be used to weaken information asymmetry,reduce moral hazard,alleviate insider control,and promote the institutional reform of state-owned enterprises into an irreversible process.Digitalization can be used to promote organizational flattening,break down departmental barriers and build cross-border organizations.It can also promote organizational reform and even enterprise form change of state-owned enterprises,and create condition
