摘 要:目的分析北部湾城市群卫生人力资源配置状况及公平性,为优化其卫生人力资源配置提供依据。方法采用差别指数和卫生资源集聚度分析北部湾城市群卫生人力资源配置公平性。结果北部湾城市群的卫生人力资源总量逐年增长,但每千人口卫生人力资源拥有量较全国、广西和海南地区仍较低;各项卫生人力资源差别指数按人口维度在0.0817~0.1130之间,按地理维度在0.1813~0.2217之间;海口市和南宁市的各项卫生人力资源集聚度、比值均大于1,阳江市、钦州市、崇左市、防城港市和儋州市等5个城市的各项卫生人力资源集聚度均小于0.9,茂名市、湛江市、玉林市、阳江市、钦州市、防城港市、儋州市、崇左市等8个城市各项卫生人力资源的比值介于0.8~1之间。结论北部湾城市群卫生人力资源配置公平性较好但各城市之间差异较大,地理维度公平性低于人口维度公平性。应完善人才政策,加强卫生人员培养力度;促进各城市之间卫生人力资源合理流动,逐步缩小卫生人力资源配置的地区差异。Objective To analyze the status and equity of health human resources allocation in Beibu Gulf urban agglomeration,and to provide evidence for optimizing the allocation of health human resources.Methods The disparity index and health resource concentration degree were used to analyze the equity of health human resource allocation in Beibu Gulf urban agglomeration.Results The total health human resources increased year by year in Beibu Gulf urban agglomeration,but the ownership of health human resources per thousand people is still relatively low compared to the whole country,Guangxi,and Hainan regions.The difference indexes of human resources for health ranged from 0.0817 to 0.1130 by population dimension and 0.1813 to 0.2217 by geography dimension.The concentration degree and ratio of health human resources in Haikou and Nanning were all greater than 1,while the concentration degree of health human resources in Yangjiang,Qinzhou,Chongzuo,Fangchenggang and Danzhou was less than 0.9.The ratios of various health human resources in 8 cities,including Maoming,Zhanjiang,Yulin,Yangjiang,Qinzhou,Fangchenggang,Danzhou and Chongzuo,ranged from 0.8 to 1.Conclusion The equity of health human resources allocation in Beibu Gulf urban agglomeration is good,but there is a big difference among cities,and the equity of geographical dimension is lower than that of population dimension.We should improve the personnel policy and strengthen the training of health personnel to promote the rational flow of health human resources among cities and gradually narrow the regional differences in the allocation of health human resources.
