某建筑施工企业双重预防机制的应用研究

摘　　要：目的:为某建筑施工企业结合OHSMS(职业健康安全管理体系)建立健全双重预防机制。方法:从基层的员工到最高的管理者应用LEC评价法,进行风险辨识、分析、评价和管控,构建危险源、风险和措施数据库,通过信息化技术导入数字化安全与风险管理系统,并加以完善。结果:危险源数据库共计819个,其中一级风险(红)78个(D≥160),二级风险(橙)179个(160>D≥70),三级风险(黄)238个(70>D≥20),四级风险(蓝)324个(20>D)。数字化安全与风险管理系统由Web端和微信端组成,Web端由3个子系统、13个功能模块和18个功能子模块组成,微信端由2个子系统、5个功能模块和6个子功能模块组成。结论:某建筑施工企业双重预防机制在OHSMS中实现信息化、数字化、可视化管理,简化工作流程,降低人员的劳动强度,更好地发挥双重预防机制降低风险,起到遏制事故发生的作用。值得注意的是,双重预防机制应与OHSMS有机融合,持续改进;LEC评价法获取的危险源、风险和措施数据库需要进行动态管控、数据优化并持续更新和完善;为其他建筑施工企业和其他领域建立健全双重预防机制提供借鉴。Objective:To establish a sound dual prevention mechanism for a construction enterprise in combination with OHSMS.Methods:The LEC evaluation method was applied to identic analyze,evaluate and control risks from the grass-roots employees to the top managers,and the database of hazard sources,risks and measures was built.The digital safety and risk management system was introduced and improved through information technology.Results:There are 819 hazard source databases in total,including 78 first-level risks(red)(D≥160),179 second-level risks(orange)(16O>D≥270),238 third-level risks(yellow)(70>D≥220),and 324 fourth-level risks(blue)(20>D).The digital security and risk management system is composed of Web end and WeChat end.The Web end is composed of 3 subsystems,13 functional modules and 18 functional module&The WeChat end is composed of 2 subsystems,5 functional modules and 6 functional modules.Conclusion:The double prevention mechanism of a construction enterprise realizes information,digital and visual management in OHSMS,simplifies the work process,reduces the labor intensity of personnel,and better plays the role of double prevention mechanism in reducing risks and preventing accidents.It is worth noting that the dual prevention mechanism should be organically integrated with OHSMS for continuous improvement;the database of hazard sources,risks and measures obtained by LEC evaluation method needs dynamic control,data optimization and continuous updating and improvement;it provides reference for other construction enterprises and other fields to establish and improve the dual prevention mechanism.
