摘　　要：当前,中国外需增长放缓,内需难以补位,加强网络基建投资成为稳增长的重要政策选择。以此为背景,该研究结合“中国式分权”的分析框架,理论分析土地财政、土地融资与地方政府投向网络基建的互动影响机理,利用2006—2019年中国30省份的非平衡面板数据对三者间互动关系进行实证考察,并依此对“以地谋发展”模式进行再思考。结果表明:①土地财政、土地融资与地方政府投向网络基建间存在正向互动关系,且三者间互动关系呈现出明显的时空差异。②时间层面,2012年之前工业用地引资、土地融资与地方政府投向网络基建间形成正向互动关系,工业用地引资与土地融资促进地方政府投向网络基建。③区域层面,东部地区土地融资与地方政府投向网络基建间正向互动关系形成,土地融资助推地方政府投向网络基建;中部地区土地融资推动地方政府投向网络基建;西部地区土地财政、土地融资与地方政府投向网络基建间存在正向互动关系,地方政府投向网络基建除了土地融资的推动作用外,还受到土地财政的加持影响。基于实证结果,该研究提出政策建议:在未寻找到合适的替代方案前,不宜“一刀切”地全盘舍弃“以地谋发展”模式。在严格控制债务风险等问题下,依然需要发挥此模式在推动网络基建方面的积极作用。At present,China’s external demand growth has slowed down,and it is hard for domestic demand to replace its position.Therefore,increasing investment in network infrastructure has become an important choice for policymakers to stabilize growth.Based on this background,this article used the analytical framework of‘Chinesestyle decentralization’to theoretically analyze the interaction mechanisms of land finance,land financing,and local governments’investment in network infrastructure.The study used the unbalanced panel data of 30 provinces in China from 2006 to 2019 to empirically examine the interactive relationship between the three and then reconsidered the‘landdriven development’mode.The results showed that:①There was a positive interaction between land finance,land financing,and local governments’investment in network infrastructure,and the interaction between the three showed obvious spatial and temporal differences.②At the temporal level,there was a positive interaction between industrial land investment,land financing,and local governments’investment in network infrastructure before 2012.Industrial land investment and land financing promoted local governments’investment in network infrastructure.③At the regional level,in the eastern regions,there was a positive interaction between land financing and local governments’investment in network infrastructure.Land financing promoted local governments’investment in network infrastructure.In the central regions,land financing pushed local governments’investment in network infrastructure,and in the western region,there was a positive interaction between land finance,land financing,and local governments’investment in network infrastructure.In addition to the promoting role of land financing,the blessing of land finance also affected local governments’investment in network infrastructure.Based on the empirical results,this article puts forward the following policy suggestions:Before finding a suitable alternative,it is not appropriate
