民间资本参与保障性租赁住房建设的激励机制研究——基于演化博弈的视角

摘　　要：中央提出要充分发挥市场机制作用,引导多主体投资发展保障性租赁住房,然而保障性租赁住房投资周期长、回报率低,使得民间资本参与投资的意愿低下。因此,如何创新激励设计、完善和落实激励政策以吸引民间资本参与,是地方政府亟待解决的一大难题。文章从演化博弈的视角,充分挖掘公私博弈机理以及影响双方合作行为策略的关键因素,并基于这些因素提出:加强中央对地方的绩效考核与激励;优化政策性与经济性激励的配比以降低地方政府的激励成本;提升民间资本的基本收益及收益预期;完善各项激励措施以增加民间资本的激励收益;提升技术和管理水平以优化民间资本的参建成本等制度设计与政策建议,以期给相关部门以参考。The central government proposes to give full play to the role of market mechanism,and guide multi-subject investment affordable rental housing.However,the long investment return cycle and low investment return rate of affordable rental housing make private capital less willing to participate in investment.So how to innovate incentive design,improve and implement incentive policies to attract private capital participation,is a major problem to be solved urgently by local governments.From the perspective of evolutionary game,the paper explores the game mechanism between public&private and the key factors that influence the cooperative behavior strategies of both parties.And combined with these factors,the institutional design and countermeasures are put forward,such as strengthening the central government’s assessment and incentive to local governments;optimizing the ratio of policy and economic incentives to reduce the incentive costs of local governments;raising the basic income and income expectations of private capital;improving various incentive measures to increase the incentive income of private capital;and improving technology and management level to optimize the cost of private capital participation,which in order to provide reference for relevant departments.
