社会问责主体运行的实践逻辑与完善路径

摘　　要：在当下中国,作为行政问责的一种外部问责形式,社会问责在行政问责体系中具有重要的实践功能,其主体资源主要包括民主党派资源、公民资源、社会组织资源、新闻媒体资源等,其运行逻辑主要是通过政治路径、行政路径、司法路径来启动对行政系统的内部问责。然而,在问责过程中,相对于被问责对象,社会问责主体资源处于弱势地位,这主要是由于在行政问责体制的设计中,社会主体资源没有直接实施问责过程的权力。其实践障碍主要体现在我国社会问责存在选举与问责尚未直接勾连、社会问责启动缺乏标准、司法路径问责的独立性不足等方面。为了更好地推动社会问责主体运行,需要紧紧扣住保障行政透明、通畅问责渠道、夯实问责权力等基本着力点,这样才能够真正实现社会公众参与到政府决策之中,增强社会公众对政府的信任度,提高政府的公信力。In the present China,as a kind of external accountability of administrative accountability,social accountability in the administrative accountability system has important practical function,and its main body mainly includes the democratic parties,civil resources,social organizations,news media resources,etc.Its operation logic is mainly to initiate the internal accountability of the administrative system through the political path,administrative path,and judicial path.However,in the process of accountability,compared with the accountability object,the social accountability subject resources are in a weak position,which is mainly caused by the fact that in the design of the administrative accountability system,the social subject resources do not have the power to directly implement the accountability process.The practical obstacles are mainly reflected in the following aspects:the lack of direct link between social accountability and the election,the lack of standards for the initiation of social accountability,and the lack of independence of judicial path accountability.In order to better promote the operation of the main body of social accountability,it is necessary to firmly ensure the basic focus of administrative transparency and smooth accountability channels,and consolidate accountability power,so as to truly realize the public participation in government decision-making,enhance the public's trust in the government,and improve the government's credibility.
