摘　　要：作为特殊的语言功能规划,翻译规划是国家翻译政策制定、调整和实施的系统性工程,直接关系到国家语言能力特别是国家话语能力的提升。国家翻译实践是对外话语体系建构的重要环节,国家翻译实践的有效实施有赖于科学合理的国家翻译实践规划。本文就国家翻译实践规划和国家翻译实践能力提升等问题,对任东升教授作了专访,以期能够增进读者对国家翻译实践规划和国家翻译实践的了解,为国家翻译实践和翻译理论研究提供一定的参考。As a special language function of planning,translation planning is a systematic project for the formulation,adjustment,and implementation of national translation policies,which are directly related to the improvement of national language competence,particularly national discourse competence.The state translation program is an important part of the construction of a foreign discourse system.The effective implementation of the state translation program depends on eff ective,scientifi c state translation planning.This paper presents an interview with Professor Ren Dongsheng regarding the issues in the planning of the state translation program and the improvements to the capacity of the state translation program to increase the readers’understanding and to point out directions for the study of the state translation program and translation theory.
