摘 要:目的通过调查某公立医院编制现状及发现编外人员管理存在的问题,为提升编外人员工作满意度,支持公立医院人事改革、建设发展提供理论参考依据。方法先通过描述性分析,比较近3年来医院的床位、编制总量及编制内外人员构成等情况变化,再通过开展定性访谈,进行描述性分析,分析编制对医院员工的影响及发现问题,并提出相关建议。结果2019—2021年,南通市肿瘤医院编制总量维持不变,编内人数和所占比例逐年下降,编外人数和所占比例逐年上升,人员职称结构不合理。编外人员对工作满意度总体尚可,对编制制度的满意度、薪酬满意度、聘任满意度、工作前景满意度均不高。结论公立医院的编制制度的改革势在必行,在全面深化医改的大环境下,为提高公立医院运行质量与效率,提高人员满意度,政府、医院、个人均须从不同层面做出改变。Objective Through investigating the current situation of the staffing of a public hospital and finding the problems existing in the management of non staff personnel,this paper provides a theoretical reference for improving the job satisfaction of non staff personnel and supporting the personnel reform,construction and development of public hospitals.Methods First,through descriptive analysis,compare the changes of beds,total staffing and the composition of internal and external personnel in the hospital in the past three years,and then conduct descriptive analysis through qualitative interviews to analyze the impact of staffing on hospital employees and find problems,and put forward relevant suggestions.Results From 2019 to 2021,the total staffing of a public hospital remained unchanged,the number and proportion of staff decreased year by year,the number and proportion of non staff increased year by year,and the structure of personnel titles was unreasonable.The job satisfaction of non staff personnel is generally acceptable,and their satisfaction with the staffing system,salary,employment and job prospects are not high.Conclusion The reform of the establishment system of public hospitals is imperative.In the context of comprehensively deepening medical reform,in order to improve the operation quality and efficiency of public hospitals and improve personnel satisfaction,the government,hospitals and individuals must make changes from different levels.
