发展型绩效考核如何影响公共服务机构的组织绩效?

摘　　要：构建发展型绩效考核与公共服务机构的组织绩效关系模型,讨论组织情感承诺、员工工作绩效及公共服务动机所发挥的中介、调节作用。通过对H省14个地州市的95家社区卫生服务中心783名员工的调查结果进行回归分析,得出以下结论:(1)发展型绩效考核对中心的组织绩效有显著的直接影响。(2)员工工作绩效、组织情感承诺在发展型绩效考核与组织绩效间产生部分中介效用。(3)公共服务动机对发展型绩效考核和组织绩效关系的有调节效用,其中:公共服务动机对发展型绩效考核和组织绩效关系负向调节作用显著,对发展型绩效考核和员工工作绩效的关系也有显著负向调节,但其在发展型绩效考核和组织情感承诺关系中的调节效应不显著。In order to construct the relationship model between developmental performance appraisal and community health service organizations,the mediating and moderating roles of employee performance,organizational aff ective commitment and public service motivation were discussed.Through the investigation of 783 employees of 95 community health service organizations in H province,the conclusion is drawn:(1)Developmental performance appraisal has a significant direct impact on the performance of community health service organizations.(2)Employee performance and organizational affective commitment have partial mediating effect between developmental performance appraisal and organizational performance.(3)Public service motivation has a moderating eff ect on the relationship between developmental performance appraisal and organizational performance,among which:public service motivation has a signifi cant negative moderating eff ect on the relationship between developmental performance appraisal and organizational performance,and also has a significant negative moderating effect on the relationship between developmental performance appraisal and employee performance,but its moderating eff ect on the relationship between developmental performance appraisal and organizational aff ective commitment is not signifi cant.
