摘  要:大学质量文化是推进高校高质量发展的重要支撑,以质量文化约定教学质量保障体系对提升高校教育教学质量具有重要意义。中医药质量文化是提高中医药教育教学质量、提升办学水平的内在动力,是中医药教育高质量发展的根本所在。结合当前高等中医药院校教学质量保障体系存在的问题,以黑龙江中医药大学为例进行实践研究,探索以中医药质量文化约定教学质量保障体系的构建,为高等学校构建质量文化约定下的教学质量保障体系提供理论依据和实践范式。Education quality philosophy is of great importance for high-quality development of colleges and universities since the teaching quality assurance system based on the consensus about the philosophy is significant for the improvement of education quality.The quality philosophy in traditional Chinese medicine(TCM)education serves as the driving force improving the quality of TCM education and the level of university administration,and is thus the cornerstone of high-quality development of TCM education.Taking Heilongjiang University of Chinese Medicine as an example,this paper explores the establishment of a teaching quality assurance system based on quality consensus among stakeholders in view of the existing problems in such system in TCM higher education institutions.It provides a theoretical foundation and a practical paradigm for the construction of the education quality assurance system based on the quality consensus in colleges and universities.
