摘　　要：从各批次新高考改革来看,新高考志愿政策已分化为“专业+院校”和“院校+专业组”两类。深度剖析两大高考志愿政策,从异同、优劣、横纵向等方面探究比较两大志愿政策,可以使新高考志愿政策的研究更加系统。引入“高考指挥棒”理论,并解释这一理论的适用性,而后依据该理论分析新高考志愿政策对各主体的影响。基于此,提出优化建议:应当全面推广“专业小类+院校”志愿政策、高校应优化专业布局做到“小鸡独立”、各主体应围绕考生发挥辅助作用。from the perspective of each batch of new college entrance examination reform,the voluntary policies of“new college entrance examination”have been divided into two major voluntary policies,“Major+College”and“College+Major”.In depth analysis of the two major voluntary policies for the college entrance examination,and exploration and comparison of the two major voluntary policies from the similarities and differences,advantages and disadvantages,horizontal and vertical aspects,can make the research on the“new college entrance examination”voluntary more systematic.This paper introduces the“college entrance examination baton”theory,and explains the applicability of this theory,and then analyzes the impact of the college entrance examination voluntary policy on each subject according to this theory.Finally,this paper proposes that the voluntary policy of“Minor Majors+College”should be comprehensively promoted,that colleges and universities should optimize the professional layout to achieve“chicken independence”,and that all subjects should play an auxiliary role around candidates.
