摘　　要：西藏自治区第十次党代会强调,必须把高质量发展作为重要基础,坚定不移贯彻新发展理念,走出一条符合西藏实际的高质量发展之路。要实现西藏自治区经济高质量发展,必须解决好经济高质量发展的不平衡不充分问题。从平衡发展和充分发展两个维度出发,选取具有代表性的基础指标构建了西藏自治区经济高质量平衡发展充分发展指标体系,测度了2006—2020年西藏自治区各地市经济高质量平衡发展充分发展状况,比较了西藏自治区各地市的经济高质量发展、平衡发展和充分发展水平。其次,运用面板数据模型分析了导致西藏经济高质量发展不平衡不充分的因素。最后,对2006—2020年西藏自治区经济高质量平衡发展充分发展的收敛性进行了计量检验。研究表明,西藏自治区经济高质量发展的不平衡不充分问题较为突出,导致不平衡不充分的主要原因在于基础设施建设、文化教育、经济优化、能源环境这四个领域以及产业结构和医疗卫生领域的部分层面;西藏自治区经济高质量发展存在σ收敛、绝对β收敛以及条件β收敛。The 10th Party Congress of the Tibet Autonomous Region stressed that it is necessary to take high-qual⁃ity development as an important foundation,unswervingly implement the new development concept,and embark on a path of high-quality development that conforms to Tibet's actual conditions.In order to achieve high-quali⁃ty economic development in Tibet,we must properly resolve the problem of imbalance and insufficiency of highquality economic development.Therefore,this article,starting from the two dimensions of balanced development and sufficient development,selects representative basic indicators to construct an indicator system for achieving balanced and sufficient high-quality economic development in Tibet,and makes a measurement of balanced and sufficient high-quality economic development of various cities in Tibet from 2006 to 2020,and makes compari⁃son of these cities.Then,Panel Data Model is used to analyze the factors that led to the imbalance and insuffi⁃ciency of the high-quality economic development of Tibet.Finally,the convergence of the high-quality and bal⁃anced economic development of Tibet from 2006 to 2020 is quantitatively analyzed.The research shows that the problem of imbalance and insufficiency in the high-quality economic development of Tibet is quite prominent,and the main reasons for the imbalance are concentrated in infrastructure construction,cultural education,eco⁃nomic optimization,energy and environment as well as in industrial structure and medical and health care.There is convergenceσ,absolute convergence andβcondition convergence in the high-quality economic develop⁃ment in Tibet.
