摘 要:相对集中指数(RCI)是评价港城规模协调关系的重要指标。由于RCI指数过于强调只有港城相对规模的平均状态才是最协调的港城关系,没有充分考虑港口城市发展的多样性以及城市建设中的政策指引。为了解决这些问题,提出一种基于多类型均衡发展的RCI指数(HRCI)模型。同时,给出基于政策指导优化港城规模关系的定量分析方法。通过对中国22个沿海主要港口城市的实证分析发现:中国港口城市的港城关系呈现多极化发展,而非趋同化发展。同时,决定港城关系走向的基础是城市总体发展战略,而非多数城市的平均状态。The Relative Concentration Index(RCI)is an important index to evaluate the scale coordinated relationship between a city and its port.This index considers that only the average state of the relative scale of port cities is a relatively coordinated port-city relationship,but does not take into account the policy guidelines for city construction and the diversity of port city development types.For this reason,this paper proposes a modified RCI index(HRCI)based on the multi-equilibrium types.At the same time,a quantitative analysis method is given to optimize the scale relationship between a city and its port under the guidance of policy.The empirical analysis of 22 major coastal port cities in China reveals that the port-city relationship in China shows multipolar development rather than convergent development.At the same time,the basis for determining the direction of port-city relations is the overall development strategy of the city,rather than the average state of most cities.
